The level of risk assessment the rental market has gone without.

For two decades landlords have been handed a printed template, or sold an assessment that amounts to the same thing. DwellFlow is designed so that landlords and property managers can carry out a domestic Legionella risk assessment themselves — and understand what it means.

The guided survey explains what Legionella is, why it is dangerous and how the risk is actually assessed, as you go. The document at the end means something to the person who carried it out and to the person who reads it.

Who built it

Built by people who do this for a living.

DwellFlow is built by a team from the UK water hygiene industry: the people behind a Legionella consultancy carrying out risk assessments, monitoring, disinfection and remedial work across the country, every working day. DwellFlow is that experience, built into software.

It comes from seeing what the domestic end of the market is sold: tick sheets with no readings, no photographs, no clause behind a single recommendation, and no scheme of control at all. Documents that do not survive being read by anybody who knows the subject.

Everything in the product comes from that experience. The questions a survey asks, the forty-nine rules that read the answers and the three documents that result are the way a water hygiene consultancy does the job — built so that the person at the property does not need to be one.

Why this, and why now

The regulator is not the problem. The paperwork is.

HSE has been consistent for years: most landlords can assess the risk themselves and do not need to be professionally trained or accredited. That is a sensible position — a two-bedroom terrace with a combi boiler is not a hospital, and it does not need somebody in a van to say so.

What it has produced instead is a market of forms. A landlord who does the right thing, downloads a template and fills it in honestly still ends up with a document that records no temperatures, carries no evidence and cites nothing. They have complied with the letter of a duty and learned nothing about their own property.

DwellFlow is what makes their assessment a competent one. Not by lending anybody’s name to it — by doing the part that actually requires the knowledge. We have read ACoP L8, HSG274 Part 2 and BS 8580-1 properly and turned them into forty-nine rules that fire on what a survey finds. The person at the property is asked only what they can see, measure and photograph. The judgement is already made, and it is made the same way every time.

That is the whole design goal: the best platform we can build for a non-professional — or anyone less confident in this subject — to carry out a genuinely good Legionella risk assessment on a domestic property themselves.
